MENGUNGKAPKAN PERSEPSI ORANG TUA SISWA DAN GURU TERHADAP PENDIDIKAN DASAR GRATIS DI BUKITTINGGI

Abstrak
Pemerintah pelaksana amanat UUD 45 berusaha membuat pendidikan dasar gratis, namun terkendala keterbatasan dana. Pendidikan di Bukittinggi merupakan barometer di Sumatera barat, dan penyelenggaraan pendidikan dasar di Bukittinggi sebagian dibiayai anggaran pendidikan Biaya Operasional Sekolah (BOS) dikucurkan ke sekolah. Namun, itu tidak otomatis dapat meningkatkan kinerja sekolah. Untuk mengetahui sejauh mana persepsi masyarakat tentang pendidikan dasar gratis dilakukan penelitian ini. Pendidikan dasar gratis yang memenuhi standar pelayanan minimal, biaya investasi dan operasional penyelenggaraan pendidikan ditanggung pemerintah. Pemberian insentif program pendidikan gratis oleh pemerintah merupakan cara mengatasi kemiskinan. Kecenderungan berperilaku disebabkan persepsi, orangtua siswa yang mengalami pembiayaan sekolah anak, mereka memiliki persepsi positif dan negatif pada pembiayaan pendidikan dasar. Ada tiga masalah penelitian: 1. Apa persepsi ke empat kelompok terhadap pendidikan dasar gratis? 2. Apa-apa saja persepsi berbeda dari keempat kelompok? 3. Apa-apa saja persepsi yang sama dari keempat kelompok? Tujuan penelitian mengungkapkan, persepsi Orang tua siswa terhadap pendidikan dasar gratis dari keempat kelompok. Penelitian ini kualitatif-partisipan, pengumpulan informasi menggunakan metode Focus Discussion Group (FDG). Populasi, orangtua siswa SD dan SLTP Bukittinggi. Teknik sampling memakai metode cluster random sampling. Ada empat kelompok peserta FDG, yaitu kelompok orangtua kaya, orangtua menengah, orangtua miskin, dan kelompok praktisi pendidikan, jumlah sampel 48 orang. Data dianalisis secara kualitatif, dalam bentuk transkrip dan tabel kategori. Hasil penelitian, semua orangtua dan praktisi pendidikan merasakan berat beban biaya sekolah, iuran untuk kepentingan anak disesuaikan kemampuan orangtua, bantuan pendidikan gratis dibutuhkan masyarakat miskin, pemakaian dana pendidikan gratis diawasi masyarakat. Direkomendasikan, pemerintah hendaklah melaksanakan pendidikan dasar gratis merupakan bantuan buat orang miskin, pemerintah hendaklah mengatur pemungutan iuran di sekolah.

Abstract

Indonesian government attempts to construct a free education program on basic education; however it has not enough finance. The education on Bukittingi represents one of educational barometers in West Sumatera. In order to operate the basic education cost is funded by local government and central government through the fund of Schooling Operational Aid (BOS). But it is not increase the performance of school. This study aim to describe: how parent’s perception about free education. Behavioral are the causes of perception, parent of students have experience about free education, they have positive and negative perception for it. This study have third problem: 1. what is perception of four group for free education, 2 what is the difference perception of four groups? 3 what is the similar perception of four group?. The aim of this research is to explore the perception of parent on the free basic education. It is qualitative-participant research; the data collection is obtained by using Focus Discussion Group (FDG) method. Population of the research is parent student of primary school ware in Bukittingi. Sampling technique used cluster random sampling. There are four group of FDG participant, that are rich parent group, fair parent group, poor parent group and teacher. Sample is 48 respondents. Data is analyzed by qualitative approach like transcript and matrix table.
The result of this research showed that all parent and educational practitioner felt heavy to pay their children school, donations for children’s requirement is matched with their parent economics’ ability, the aid of free education program is really dedicated to poor society, the utilize of financial operation for this program is controlled by self-society. To be recommended for the government in order to perform the free educational program for aids the fluency of basic education for poor people and manage the donation rule of tuition.
